This sounds like a great and terrible use of Jeff's new abilities. We'd be okay with him using his new powers in this way. As a note, making the nightmares LESS awful will feel antithetical to his being now and be metaphysically draining. It won't actually affect his power levels, but he'll feel hungrier and probably physically taxed when he's playing at being a DO GOODER.
