Serious criminal activity is on the rise around town as the shadow woman continues her campaign against the ordinary citizens of Gloucester. Her touch has induced vandalism, assault, and even murderous activities amongs the general populace. And then the lights go out. On the 16th, Jeff's fool-hardy assistance will result in a town-wide blackout that only magnifies the shadow woman's powers, granting her the ability to access ADI and wreak havoc within HQ and the Housing complex. No shadow is safe. Stay in the light... and have a good flashlight with you because it's the only thing that seems to stop the shadow woman coming.

Nia Lehrer, Warden of ADI, returns from a trip to refocus everyone and provide an explanation about who actually escaped from ADI's holding cells last month. It is Katie Dunn, a highly dangerous avatar for the Dark. Nia's here to provide whatever answers people are looking for and to get people working to thwart Katie's chaos throughout the town with her blackouts and her touch of madness. This means tapping Administration and Public Relations folks to requisition generators to stop the blackouts from actually causing serious problems and spinning up stories to provide rational explanations for the blackout. If your character is particularly creative, now is their time to shine! Players can provide their 'stories' for why the blackouts and increased crime are happening in the QUESTIONS section below, and we'll be incorporating those into our Headline News items next week. There will also be roles for anyone seeking to help with delivery of supplies and generally patrol the town setting up extra lights everywhere they can.
Characters staying in ADI Housing or ADI HQ may begin to notice that the direct attacks on these buildings have almost completely stopped following the all-hands meeting. Those at Bonnie's Flophouse will still be in danger from the shadow woman–Katie Dunn–running around town, though.

In response to ADI's efforts to depower her, Katie lashes out by trapping all PCs, as well as non-native ADI NPCs (and a handful of native NPCs), in a landscape of waking nightmares that fall upon them intermittently whenever they are outside ADI headquarters or housing. They will be awake, although they might not realize they are awake, and characters can wander (or blunder) through more than one nightmare situation as they physically move through the town. The nightmares can last for any amount of time (including days). Anyone not experiencing the nightmare (including other PCs) will not be able to see what the character is reacting to or see any sort of wounds they suffer while stuck in the nightmare. Two characters in the same place who are both stuck in the nightmare will see the same thing (and there is a lot of player freedom to decide what the nightmare patches consist of.).

Characters with field or combat experience are requested to help as ADI goes on the offensive to attempt to recapture Katie Dunn in the absence of a known method of killing her. As Katie is capable of splitting herself into multiple shades, it will take a coordinated effort to catch all of the iterations of the shadow woman now wreaking havoc in the city. The standard plan handed down from above is for one or more characters to act as bait and lure her into a trap. However, as this is the method by which she was originally captured by ADI, fears abound that she may see through the traps. Characters are therefore welcome to engineer their own alternate methods for dealing with Katie. Alternate tactics that require NPC support may be submitted to the QUESTIONS section below for review. Encounters with Katie will be played out with NPC replies.
Please note that the outcome of all encounters with Katie must be decided by March 31, as the outcome of this event will impact the April TDM. If threads have not reached their natural conclusion by that date, players will be asked to decide OOCly on the outcome (and are welcome to continue to tag to reach that conclusion ICly).

2) Generally, it's something that could work! He'd be able to track whichever shade he's put it on, but not all of them at once. It could last for up to one night and reset with the dawn. This particular prompt will have NPC interactions, and whether or not Garner is able to get it on her will be dependent on what he does in a given thread.
